An application for a visitor visa has to be made by submitting forms DS-156 and DS-157. The DS-157 form has to be submitted by those between the age of 15 and 55. The tourist visas are of non-immigrant visa category, therefore the applicant is required to show if he / she intends to travel purely as a tourist and have no intention of permanently residing in USA, besides this applicant has also to satisfy the consular officer at the visa interview that he / she has sufficient funds to meet with the expenses of his / her tour and has strong family and financial ties in home country.

You can only apply for your mother's immigrant visa once you obtain US citizenship by naturalization.
